APPEAL TO THE HUMAN RIGHTS COMMISSION BY SPANISH POLITICAL PARTIES, TRADE UNIOS AND NGOs

Madrid, March 23rd 2004

Dear Sir/Madam

We, the organizations that form the Platform for the Democratization of Equatorial Guinea, believe that starting international actions of control and supervision cannot be postponed any more before the dramatical deterioration of the human rights situation in Equatorial Guinea.

Beyond any doubt, the reports issued by different state organs, both international and non-gubernamental, show that the violation of basic human rights is endemic in Equatorial Guinea. As the latest confirmation of the seriousness of the problem may serve the decision of the UN Secretary General dated March 22nd, to send, Tuliameni Kalomoh, the Assistant Secretary General for Political Affairs, to Equatorial Guinea, in relation with the presumed coup and with the implications that this might have for the international peace and security in the region.

The aggravating of the human rights situation in Equatorial Guinea – we attach a resumé of the documents which show this situation clearly – produced precisely since the departure of the Special Rapporteur of the Human Rights Commission, in 2002. Therefore, it can be stated that the actual situation in Equatorial Guinea claims for the Human Rights Commission to adopt a Resolution which would show the profound preocupation of the internacional community and which would esstablish the appointing of a Special Rapporteur for Equatorial Guinea.

The latest events, especially the reaction of the Guinean authorities before the presumed coup, justify, in our opinion, the need that the Commision adopts this Resolution within the ongoing period of sessions, if necessary, through urgent and extraordinary procedure.

Yours sincerely,

PLATFORM FOR THE DEMOCRATIZATION OF EQUATORIAL GUINEA
